Boeing problems political?

Whispered rumors are coming out of Seattle;

“Boeing had to give the outsourcing to Italy and others, or they would buy airbuses instead.”

Certainly this is an arm twisting technique for military sales. However, the government isn’t buying airliners, independent airlines are. These airlines are no longer owned by countries. Even if they were, what exactly is the potential market in Italy for 787’s? Is it worth or equal to the cancelations?
